GLOSSARY OF TERMS:

Below is a list of terms common in SFSECIS operations and/or in respective collaboration with the Star Fleet Judge Advocate General's Office.

ACTION MEMO: An action memo is a document that succinctly and concisely identifies and presents solutions or alternatives to potential or existing problems. An action memo may propose the establishment of a new policy, or recommends revision to existing policy. An action memo may also include correspondence proposing, informing or responding to senior Star Fleet service component leadership. An action memo must comply with the requirements of reference.

ACTION OFFICER (AO): A person assigned responsibility for researching, preparing, and contributing to the completion of an executive decision package or staff action.

ANOMALIES: Foreign power activity or knowledge, inconsistent with the expected norm, that suggests foreign knowledge of Federation security information, processes, or capabilities.

BILLET: An authorized personnel position with specific criteria tied to a position description and mission requirements. A billet must be filled by a qualified employee with the knowledge, skills, and abilities to perform the essential functions at the level required. (also see HIGH RISK BILLET below)

CRIMINAL OPERATIONS: Efforts to acquire intelligence about or interdict criminal activities or enterprises on or off Star Fleet installations that significantly affect the Star Fleet unit, through the use of specialized investigative techniques or equipment, including: the employment of undercover agents; the formal registration or tasking of sources; technical surveillance equipment and investigative tools; oral, wire, and electronic intercepts; pen registers; trap and trace devices; and other sophisticated practices for surfacing and interdicting crime.

EXCLUSIVE JURISDICTION. For purposes of this instruction, exclusive jurisdiction refers to those investigative, operational, supporting and administrative matters for which SFSECIS is the only Star Fleet entity authorized to perform that activity for Star Fleet units.

EXECUTIVE DECISION: An executive decision is an official documented statement that approves new or revised policy, or approves courses of action that compel headquarters or field activities to execute a new mission or task. An executive decision also includes responses to taskings from any Star Fleet service component leadership which explicitly requires signature from the Director or an Executive Deputy Director.

EXECUTIVE DECISION PACKAGE: An executive decision package presents documents for review and decision by the Director or Executive Deputy Director.

FOREIGN INTELLIGENCE ENTITY (FIE): A known or suspected individual, group, unit or entire service with belligerent or otherwise unfriendly association with the UPF who may or may not conduct activities to impair, disrupt, or influence Federation/Star Fleet policy, acquire confidential or higher classified information, block or impair our intelligence gathering operations, or otherwise harm the Federation.

FEDERATION JOINT INTELLIGENCE COMMITTEE (FJIC): Similar in nature to the old US Joint Chiefs of Staff on Terra/Sol-III. An appointed group of civilians with oversight authority for all Star Fleet/Federation Intelligence operations.

FRAUD AGAINST THE FEDERATION: A category of major criminal offenses characterized by intentional deception designed to unlawfully deprive the Federation of something of value or to seek from the Federation a benefit, privilege, allowance, or consideration to which a person is not entitled.

HIGH RISK BILLET: Authorized personnel billets based on grade, assignment, travel itinerary, or symbolic value may make aperson filling it an attractive or accessible target to terrorists and other criminal activities.

MILITARY COMMISSIONS DEFENSE ORGANIZATION (MDCO): A CI element within a Military Department that is authorized to conduct CI investigations. The MDCOs are SFSECIS, Office of Star Fleet Intelligence and Star Fleet Inspector General. MCDOs provides ethical, zealous and independent client-based defense services under the Military Commission Act in order to defend the Rule of Law and maintain public confidence in Star Fleet's commitment to equal justice under the law.

OTHER STAR FLEET LAW ENFORCEMENT ORGANIZATIONS: Star Fleet Security units, SFMC Police, and SFMC Criminal Investigation Division.

POLICY: Policy is defined as organizational tenets and directives that guide how SFSECIS executes its mission, functions, and roles and responsibilities as defined by Star Fleet regulations. SFSECIS policy is contained in SFSECIS manuals, current policy documents, and SFSECIS instructions. Only the Director-in-Charge is vested with the authority to establish or modify SFSECIS policy.

PRELIMINARY INQUIRY OFFICER: The preliminary inquiry usually is conducted in an informal manner. The function of the person appointed to conduct the inquiry is to collect and examine all evidence that is essential to determine the guilt or innocence of the accused, as well as evidence in mitigation or extenuation. Note, it is not the function of the PIO merely to prepare a case against the accused.

PRIMARY JURISDICTION: For purposes of this instruction, primary jurisdiction refers to those investigative, operational or supporting activities for which SFSECIS is designated the lead service.

PROTECTIVE OPERATIONS FIELD OFFICE (POFO): A Field Division component under the Protective Service Directorate, assigned with the mission of threat analysis and force protection for High Risk Billets/Personnel.

PURELY MILITARY OFFENSE: An act constituting a criminal offense under the Star Fleet Uniform Code of Military Justice [SFUCMJ] unique in that it is not otherwise punishable under Federation law due to the status of the alleged offender as a uniformed member of the armed forces, to include, but not limited to, desertion, unauthorized absence, and fraternization.

SERIOUS CRIMINAL OFFENSE: (sometimes referred to as a major criminal offense or felonies): Any criminal offense punishable under the SFUCMJ, by confinement for a term of more than one year.

THREAT WARNING AND ANALYSIS: All actions taken to provide early indications and warning of terrorist, foreign intelligence, criminal, security, and cyber threats, to include analysis, production, and dissemination, in an effort to prevent, mitigate, or warn Star Fleet or Star Fleet Marine Corps forces of possible hostile or threatening activities.


KEY MANAGEMENT & LEADERSHIP TERMS

The following terms describe the functions, authorities, and responsibilities for each executive or senior manager. These words were carefully chosen to help clarify roles and responsibilities, and to increase accountability for operational and administrative activity.

ACCOUNTABLE: To be answerable for an action or result, or for carrying out a function.

ADVISE AND INFORM: To notify or assist others in understanding a function, activity, product, process, or concept to a degree that others can prepare, produce, conduct, and act in an appropriate, accurate, and sufficient manner.

COLLABORATE AND PARTICIPATE: To work with others and contribute substantially without having the sole responsible to produce specific products or actions.

COORDINATE AND FACILITATE: To assist others in enabling a desired outcome without being responsible for specific products or actions.

DIRECT: To be in command of and accountable for the outcome produced by those who actually conduct an action or series of actions.

ENSURE: To be responsible for seeing that a product or action is completed, without being responsible for the specific function.

IMPACT: To cause something to happen that would not have happened without the occurrence of an intentional action.

LEAD: To establish direction and influence others to follow that direction.

MANAGE: To be in charge of and responsible for the completion of an action or series of actions and their outcomes through the supervision of others.

OVERSEE: To supervise others who are responsible for the completion of an action or a series of actions and the outcome.

PREPARE AND PRODUCE: To take action and be accountable for accuracy, consistency, sufficiency, and outcome.

PROVIDE/SUBMIT: To give requested information, data, projections or estimates to those who have responsibility for a function.

RESPONSIBLE: To be obligated to produce an action or outcome in such a manner that a person may be blamed or credited.

REVIEW: To provide substantive input on the accuracy, consistency, and sufficiency of the product or action of another.

SUPERVISION: A management activity; the responsibility for a subordinate’s progress, productivity, and evaluation.
